    And Border Guards FSB have commenced the construction of the new Arctic-capable long-range patrol ship

    Construction of the first ocean-going patrol ship in Russia will begin in early June 2012 at Zelenodolsk Shipyard.
    According to Neftegaz.RU, border guard ship will probably specially reinforced for northern conditions on the basis of frigate project 11661 "Gepard - 3.9". Displacement of the frigate is 2.1 thousand tons. The ship is armed with antiship missile system, 76.2-mm gun and two 30mm guns.

    Project 22100 used to be a 700 ton patrol ship, not 2100 ton frigate. Redesign?

    Kind of a littoral ship, which in case of conflict can be used as frigate? (after adding modular weapon systems)?

    Wait, what? 2100 tons ship is a frigate, and 2200 tons one is a corvette? Navy is great on understating, indeed.
    Though given the rumors of a nuclear, 4x6", 14 kilotons armored "destroyer" that is reportedly in the works, it's hardly surprising.

    The original Topol is essentially a 3 stage version of the Pioneer (which is 2 stage originally)

    That's a rumored specs of a new destroyer reportedly in the planning stages. Well, the upper limits of circulating rumors, that is, as the project hasn't apparently been finalized yet. What is definitely known, though, is that it'll be significantly bigger than 956 and 1155 projects, will feature two naval Koalitsiya turrets (thus 2x2x6" guns), and the nuclear propulsion was being actively contemplated for it, though there's a catch, as it generally only becomes economically feasible for the surface ships starting at about 20 kilotons displacement. Other rumored features include two helicopters and up to 100 VLS cells. But then again, I repeat, all of this are only rumors and conjectures as of now.
