Nope, it's just Orlan spacesuit made for Mars-500 experiment, without most of its life-support equipment and with new comms, lights and video camera.

the hull itself is already 20 yo, it will also require whole new on board equipment and electronics, new weapons, because some are not produced anymore etc., the list goes on
in the end- we have 20yo ship, which is not very optimal, will cost a lot of money, will take space at shipyards, will cost a lot in maintanance
i say invest that money and effort into 22350

You are right! It is dummy. Letter "У" means Учебная, what means Training, or Educational. IDK if there any liqud stuf in it. Probably no at all.
This is how actual ПФМ-1 (PFM-1) / ПФМ-1С (PFM-1S) should look like. Also they have other colour variants for various terrain.
