VVS can't order Mi-35 coz this is export version. If u mean Mi-24VP and PN then VVS have them already.

Venezuelan Hinds are the most advanced Hinds in service, besides obviously the South African Super Hinds. Glass Cockpit, Ataka-V, GOES 15 optoelectronic turret, same engines as the MI-28NE, the machine gun is also different, shorter wings, fixed landing gear, composite blades, and other stuff.
Why has the landing gear been fixed in the later Hind versions?
To remove weight and reduce maintenance on it and also helps in case of a crash landing.
