The first flight with a payload took place on January 6, 1982 (flight with an Energia's tank 1GT).

I think they already decided to restore production after enough civilian orders were found to justify new building (40 minimum was needed).

The two single seaters are clearly Su-27SM's (offset IRST, no IFR probe, rod aerials on the slats)
The leftmost Flanker is a Su-27UB (central IRST) - but the lead one looks like its a Su-30 (offset IRST, IFR probe)
