It might be diesel (like on ex-Gorshkov) or gas turbine, but given that the projected new carriers are to be nuclear, it's again only logical to test their engines before the large series is started. The same about the catapult with one catch -- doing it quickly and cheaply would require a nuclear powerplant. The Soviet Union have designed and even produced a prototype of a steam catapult for the unbuilt Ul'yanovsk, so if the new engines on Kuznetsov will be nuclear, it'd take only dusting off the old blueprints, but diesel and turbine propulsion won't have the necessary amount of high-pressure steam available, so the only choice would be an EM-catapult, which needs to be completely new and untried.
