Can someone please tell me the story behind why there may be a sock over the mag?

Maybe it is a blank firing magazine (only takes blank rounds to prevent accidents) and comes in a different colour to represent this.
He has covered it with a black sock to disguise this, restoring some 'its a real weapon' factor, without cracking out the spraypaint and annoying the armourer when it comes time to hand it all back in? Unlikely and outlandish I know, but its all I could come up with! I can't see why you'd want a mag-sock... BB |

Actually, I just saw the bottom of the 'sock' has an opening, so might not be a sock

But that doesn't solve why its over the mag.
I thought maybe the fact that it had a hole in it, it was maybe some sort of magazine grip - Idea came off the top of my head |

Err well you could just put some cloth tape over it. I'm sure there are rubber things which people put on their magazines too - although why, how to use, and how they still get them to fit in their pouches, is beyond me.
